If a student still has outstanding obligations to the university, can they still review education records?


Yes. Under the provisions of the law, a student may still review their education records. Students maintain the right to inspect or review education records as defined by FERPA, regardless of obligations to the university. Transcripts: SUNY policy states that the university's policy of withholding copies of grade reports and transcripts for students delinquent in repaying student loans, tuition, room board, fees, and charges in accord with Section 302.1 (m) of Title 8 of the Official Compilation of Codes, Rules, and Regulations of the State of New York does not conflict with FERPA (20 USC 1232 (g)) and does not violate the literal language of the statute.
