“Where” and “Why” are State Secrets Born?

The talk will address on the classification process used by the United States Government and the hierarchy of terminology used in our classification system (but only briefly as it is absolutely boring!). This will, however, set up a follow-on discussion on how the system is/was implemented especially in the DoD (Department of Defense). The talk will then discuss a couple of declassified scenarios. The shorter one will be the declassified NSC discussions on the Mayaguez incident.  A friend wrote his Doctorate on the Mayaguez incident, employed as a case study on how something strategically small got to be so tactically big and the mistakes that lead to those decisions (and the loss of three Marines). The longer discussion will be about Operation Desert Fox (1998) in which I participated as a member of the planning/execution team in Saudi Arabia.
All events begin at 4:30 pm in Moffett 115 on the date noted
 
All are welcome but seating will be limited. Please arrive early to secure a seat.
Reasonable room capacity will not be exceeded.
 
A reception to welcome speakers (4:00-4:30) will be held for each talk in the Brooks Museum 
(Moffett 116).
